Minutes of the meeting of the Parish Council held
at Collingbourne Ducis School on Monday 8 January 2018

- Disclosure of Interest. None declared.
- Co-Option. No applications for co-option have been received. The Chairman agreed to mention
this again in his next View from Everleigh column in the Courier.
- Minutes of the Previous Meeting. The minutes of the Parish Council Meeting held on 30 October 2017 with 2 minor amendments were signed by the Chairman as a true record.
- Matters Arising.
- Item 19 Everleigh 13 ROW. It was agreed that Cllr Wheeler- Mallows would consult with the Farmer to establish when he might be in a position to clear the part of the footpath in his field and erect a stile this making the whole path useable. Action: Cllr Wheeler-Mallows.
- Item 20 Hog Roast. The leftovers have been delivered to the Dogs Trust Charity at Allington on the A338 Salisbury Road. Item closed.
- General Public. No questions asked.
- Wilts Constabulary. In the absence of a police representative the Clerk summarised the monthly report submitted by PC Wileman: A total of 20 drug dealers from Salisbury have this week been sentenced following an operation targeting class A drug supply in the city. Detective Inspector Paul Franklin said “The aim of the operation was to target the supply of class A drugs coming in to the city, and by taking out so many dealers in just two days we were able to disrupt and dismantle a number of chains of supply. A number of these people were from out of town, and had come to the city to exploit some of our most vulnerable drug users. By carrying out these raids, we were able to remove these people from our streets, and provide support to the most vulnerable members of our society. “During the raids, we found a number of vulnerable people who were being cuckooed. They were being kept in their homes and had been threatened with violence if they went to police.”
Theft from Motor Vehicles. This new priority for the whole patch has been agreed prior to the up and coming NTG Meetings for Amesbury/Durrington/Tidworth/Ludgershall. Following a slight increase in vehicle offences, it has been decided that this needs to be in place. In particular work vans are being broken into with an unknown device. According to some local companies this is happening all over the South West. Some analytical work has commenced. PC Wileman and the PCSO’s will commence crime prevention work shortly. Numbers are low locally at the moment and we wish to keep it this way. The beauty spot signs which Area Board funded have now arrived. PC Wileman is now co-ordinating the signs being put up at the areas which were targeted earlier this year.
Target Patrols Op Eskimo was launched on the 8th December. The aim of this was to mount a visible uniformed operation, supported by plain clothes officers in local town centres prior to Christmas Day by working at certain times and targeting identified stores which have a high shoplifting rate. By working in conjunction with partner agencies in the town in order to try and
identify known and potential offenders and to dissuade them from committing offences. To date 13 patrols actions have taken place. Purse chains and crime prevention leaflets have been handed out. Further patrols of Chrystal Palace and New Zealand Farm, Upper Chute were set up on the 18th December due to two thefts in one week. This makes a total of 8 thefts from this farm in 6 months.
To date 3 patrols/ Actions have taken place. Patrols of Aughton Farm and Parsonage Farm were set up on the 19th December due to several reports of Hare Coursing across the farms.
RTC – On the 16th Dec a single vehicle RTC injury on the A342 where a car has collided with a tree possibly due to weather conditions; therefore no further action will be taken.
Theft – Unknown suspect has cut off the padlocks securing a Pheasant pen, gaining access. Suspect then stole 3x 12 Volt batteries and a fencing unit.
Burglary – On 29th Dec an unknown suspect has gained access to a garage via an unlocked door. Once inside they have stolen a large box of used children’s shoes containing approx 15 pairs. There is an integral door to the house but it is not believed any entry has been gained into the house.
- County Councillor. Wilts Cllr Blair-Piling reported by email that at this point he did not have any significant report to make; however he is very aware of concerns regarding the current level of service and implications for the future of Everleigh HRC. He regards it as a priority issue, which he intends to address in conjunction with his neighbouring councillors. He asked Cllrs to consider whether or not it would be of value to you for him to invite Chairmen and Clerks to meet informally with him (and our Community Engagement Manager – Marc Read) say twice a year, or as an item occurs, to help draw out common issues and approaches. Cllrs took the view that they fully appreciate the support given by Wilts Cllr Blair-Pilling and are content with the current means of communication by e-mail and at Parish Council meetings. However, they would welcome informal meetings, perhaps not on a regular scheduled basis but to deal with specific issues as they arise, e.g. the Everleigh HRC. The Chairman thanked Wilts Cllr Blair-Pilling in his absence for his report.

- Grass Cutting. Cllr Wheeler-Mallows reported that J Bowen has cut the grass as contracted and presented an invoice for the work totalling £360.00. After discussion of the work involved Cllrs RESOLVED that Cllr Wheeler-Mallows was to negotiate a revised rate for next season and report back to the next meeting. Action: Cllr Wheeler-Mallows.
- Play Area Development Projects. The planned projects are on hold until FY 18/19 and are to appear as a line item in the FY 18/19 budget. However, a maintenance works party was planned for Sat 14 Apr. Action: Cllr Wheeler-Mallows.
- Streetscene Minor Works. Cllr Wheeler-Mallows reported that the Parish Steward Scheme continues to work well and thanked both the Parish Steward and the local Police for their efforts to clear a fallen tree. He was also chasing Openreach regarding the damaged telephone lines. He reminded Cllrs and others to notify him of any tasks they think could be carried out by the Parish Steward. Action: Cllr Wheeler-Mallows.
- RoSPA Annual Inspection. Cllr Wheeler-Mallows reported that all but one of the recommendations from the 2017 RoSPA inspection have been completed.

- Bank Signatories. Having considered the Santander Bank signatories Cllrs RESOLVED that Cllrs Bottomley, Jones, Hudson, Symonds and Wheeler- Mallows be the bank signatories. Action:
- FY 18-19. Having considered the draft budget presented by Cllr Bottomley
and the Clerk the Cllrs RESOLVED to accept the budget as presented and as a result further RESOLVED to set the precept for FY 18-19 at £3602.88. This is an increase of
0.84% which is below the Retail Price Index measure for September 2017 (3%) which is the figure normally used in accordance with normal Government practice. Action: Clerk
- Village Events.
- Bonfire/Fireworks Night Sat 4 Nov. Cllr Jones reported that the bonfire and fireworks night had been a roaring success and very well attended. However, the planned timings need to be adhered to in order that the night follows smoothly. The Chairman thanked Cllr Jones and all involved for their efforts. Cllrs agreed that the same format was to be used for this year’s event.

- Carol Service and Mince Pies Sat 9 Dec. Cllr Bottomley reported that the carol service and mince pies event had been a really good fun event and was thoroughly enjoyed by everyone who attended. The Chairman thanked Cllr Hudson and all involved for their efforts. Cllrs agreed that the same format was to be used for this year’s event but to start at 5.pm.

- General Data Protection Regulations (GDPR). Cllr Bottomley, Data Protection Officer (DPO), has now registered as the Parish Council Data Controller with the ICO. He reported that he had made some progress and has bid to attend a Wilts Council training seminar on 25 Jan, together with Cllr Hudson. The intention is for the Clerk to be appointed as the Data Processor. However, Cllr Hudson is to investigate whether a conflict of interest exists regarding the Clerk and the Automatic Enrolment Pension Scheme. He also reported that the Village Emergency Plan had been issued with a privacy notice and consent form which had been signed by those Cllrs who consented for their details to be published on the plan.

- Forecast of Events. Having considered the previously circulated draft 2018 Forecast of Events Cllrs RESOLVED to amend the date of the Summer Party from Sat 19 May to Sat 14 Jul and further RESOLVED that Cllrs Jones & Hudson were to co-lead on the Bonfire/Fireworks Night and the Christmas Event.
- Date of Next Meeting: The date of the next meeting was confirmed as 7.00 pm on Monday 12th March 2018 at Collingbourne Ducis School.
