  1. Disclosure of Interest. None declared.

 

  1. Co-Option. No applications for co-option have been received.  The Chairman agreed to mention

this again in his next View from Everleigh column in the Courier.

 

  1. Minutes of the Previous Meeting. The minutes of the Parish Council Meeting held on 8th January  2018 were signed by the Chairman as a true record.

 

  1. Matters Arising.

 

5.1   Item 5.1 Everleigh 13 ROW.  Cllr Wheeler-Mallows has spoken to the farmer who has it on his radar but has been unable to complete the work due manpower shortages and the recent severe weather.

 

  1. General Public. No questions asked.

 

  1. Wilts Constabulary. PCSO Downham reported by email that Kier Pritchard will take up post of Temporary Chief Constable on Monday 5th  March 2018.  The boundaries of the Wiltshire East and Wiltshire South Community Policing Teams are being amended to improve the way local policing teams are managed.  The changes are being brought into place from 2nd April 2018 and will see Amesbury and Tidworth move from Wiltshire East CPT to Wiltshire South CPT. Devizes, Pewsey and Marlborough will remain as Wiltshire East CPT.

Current Priorities

There are two priorities running at this time: one around theft from motor vehicles namely at beauty spot areas and the other from work vans.  This priority is for the whole patch – Amesbury/Durrington/Tidworth/Ludgershall.  To date 68 actions have taken place around  these priorities.

Target Patrols

Due to reports of anti social behaviour  on the 16th February in Zouch Farm Road and Arnott Close, patrols will target those areas.  To date 11 patrols/Actions have taken place.

 Local Crimes

7th January 1320hrs – Animals/Wildlife – OP ARTEMIS 2 vehicles seen by a rural patrol. Vehicles had 7-8 males on board and at least one of the vehicles had dogs on board. Males, when challenged by the rural patrol, stated that it was not illegal to let dogs run around the fields. Both vehicles then drove off towards Pewsey. – Intelligence submitted.

18th February – Crime related incident – Report to Police of suspects causing intentional criminal damage to a vehicle – Closed undetected.

Farewell from PCSO Downham.  Noting that my last day will be 18th March 2018, I would like take this opportunity to say thank you and farewell to everyone.  As most of you are now aware I am hanging up my walking boots as your PCSO to take up a position as a call taker in the control room at our Headquarters in Devizes.  I have worked in the Tidworth area for the last 12 years and have enjoyed working with you all and keeping you updated with local crimes in your area.

I will be sad to go but have thoroughly enjoyed my time here and hope that I have contributed in some way to keeping your streets safe by providing a visible presence.  My area started off small with me covering just Tidworth when I first joined in 2006.  I then became the PCSO for Ludgershall in 2007 which then became Ludgershall and Rural covering Everleigh, Collingbournes and The Chutes.  A few years later I also took on responsibility for Netheravon, Enford and Fittleton areas.  I have attended many fetes and will leave with some very fond memories although I will never do a tug of war again. It hasn’t always been fun.  I have attended some jobs which I would rather forget and been stood at road closures or directing traffic in all types of weather for hours. So I am looking forward to a nice warm office for a change.  Finally, I would just like to thank you all for making me feel welcome in your villages and towns.  I can truly say I have felt part of your communities.

The Chairman thanked PCSO Downham for her diligence and support during her 12 years service.

 

  1. County Councillor. Wilts Cllr Blair-Piling reported that the Wilts Council budget is on course to be in balance by the end of the current FY.  The Social Levy and Council Tax are to rise by 3% and 2.9% respectively.  However, the Council Tax still remains one of the lowest in the country and there is no plan to reduce services.  He continues to do his best to ensure that the Everleigh HRC site does not close or face a reduction in the services offered.  He wished to congratulate all concerned in responding to the difficulties caused by the recent severe weather.  He indicated that it would be best of the Council to hold fire on any detailed work on General Data Protection Regulations (GDPR) as Wilts Council is seeking clarification on the requirement of Parish Councils to comply.  The Chairman thanked Wilts Cllr Blair-Pilling in his absence for his report.

  • Grass Cutting. Cllr Wheeler-Mallows reported that J Bowen has agreed to cut the grass next season at a rate of £75 per cut for a minimum of 6 cuts.  After discussion Cllrs RESOLVED that Cllr Wheeler-Mallows could authorise a further 2 cuts if required.  Action:  Cllr Wheeler-Mallows.

 

  • Play Area. Cllrs agreed that as the play area and its associated equipment were in good order there was no need for further development action and that only routine maintenance was required at this point and to that end a cleanup and maintenance was planned for Sat 14 Apr.  Action:  Cllr Wheeler-Mallows.

 

  • Streetscene Minor Works. Cllr Wheeler-Mallows reported that as a result of the recent severe weather the Parish Steward had been redeployed to collective centralised tasks.  Cllrs requested that Cllr Wheeler-Mallows raise gully and drain clearance and the early grass cutting of Chicks Lane with Wilts Council Highways.          Action: Cllr Wheeler-Mallows.

 

  • Village Gates & Speed Indictor Devices. Cllr Wheeler-Mallows raised the possibility of have village gates at the entrances to the village and the purchasing of speed indictor devices.  After discussion Cllrs agreed that Cllr Symonds was to investigate these matters and to report back to the May meeting. Action:  Cllr Symonds.

 

    • The Clerk presented a bank reconciliation and current liquidity statement as follows:
      • Balance at Lloyds TSB CA (statement date 29 Dec 17) £5076.32
      • Reconciled Balance as at 12 Mar 18 £4,304.27

Members noted the statements but had no comment at this time.

  1. Village Events.

 

  • Litter Pick Sat 3 Mar. Cllr Bottomley reported that due to the recent severe weather the litter pick had been postponed and suggested that the litter pick be rescheduled for 10.00 a.m. on Sat 14 Apr and that it be combined with a clean up and maintenance of the Play Area to which Cllrs agreed.  Action: Cllr Bottomley

 

13.2      Summer Party Sat 14 Jul.  Cllr Bottomley tabled a planning check list for the Summer Party which was then discussed and agreed by Cllrs.  Action:  Cllr Bottomley.

 

  1. General Data Protection Regulations (GDPR). Cllr Bottomley, Data Protection Officer (DPO), reported that he had made a lot of progress on preparing the Council for the implementation of GDPR and referred Cllrs to the previously circulated draft Data Protection – Standing Instruction.  Cllrs noted the comment made by Wilts Cllr Blair-Pilling at item 8; however they took the view that the draft instruction circulated by Cllr Bottomley was of such high quality that they RESOLVED to adopt the Standing Instruction as circulated and congratulated Cllr Bottomley on his work.  Cllr Bottomley agreed to circulate a clean final version of the Standing Instruction.      Action:  Cllr Bottomley

 

  1. Marlborough Road Speed Limit. Cllr Bottomley reported that on Monday 29th January 2018 he had met with residents of Marlborough Road regarding speeding and the speed limit on Marlborough Road and that he had previously circulated a copy of his discussion notes to Cllrs.  He then briefed Cllrs in detail on the background, the issue, the residents’ concerns and perceptions of speeding and speed limits, and the key factors which included Wilts Council policy and accident rates.  He also outlined the process for a speed limit review which would involve a cost of £2.5K of which the Parish Council would need to contribute 25% (c£600).  He recommended a way forward which included no further action by the Council at the present but with a review of the situation in May and that, in the meantime, the residents may submit a request to Wilts Council independently.  After a in depth discussion of the matter Cllrs RESOLVED that no further action be taken by  the Council at the present and that Cllr Bottomley review the situation in May and that he reports back to the council at the May  Parish Council Meeting.  Action:  Cllr Bottomley

 

  1. Forecast of Events.  Having considered the previously circulated a 2nd draft 2018 Forecast of Events Cllrs RESOLVED to combine the litter pick with the playground cleanup and maintenance on Sat 14 Apr 18 and to confirm the remainder of the forecast as presented.

  1. Date of Next Meeting: The date of the next meeting was confirmed as Annual Meeting of the Parish Council starting at 7.00 pm on Monday 14th May 2018 at Collingbourne Ducis School followed by the Annual Meeting of the Parish Council.
