Minutes of the Annual meeting of the Parish
held at Collingbourne School on Tuesday 7th May 2019

- Chairman’s Report. The Parish of Everleigh has continued to flourish over the past year, 2018-19. Parish Councillors have again worked tirelessly to maintain the infrastructure of the village and have organised a number of successful events to bring the people of Everleigh together on a regular basis. A major priority for the Parish Council is to monitor and supervise the maintenance of our village to ensure such areas as our roads, verges, lighting and signs are in good order. The Parish Steward Scheme continues to provide close support on local priorities by the deployment of a dedicated “man with a van” on a regional basis. We have seen some good work on this front in Everleigh particularly on clearance of vegetation and verges. Well done to Cllr Kim Wheeler-Mallows for his role as our Village Streetscene Co-ordinator. The Planning Sub Committee, comprising Cllrs Jenny Jones, Kim Wheeler-Mallows, Martine Burton and myself have diligently scrutinized several planning applications over the year to ensure new initiatives are in keeping with the village environment and Design Statement of 2006, which continues to be a valuable reference document. Our playground and property has been well maintained by Cllr Kim Wheeler-Mallows and supported by Cllrs Eliza Hudson and Andy Earle of the Property Sub Committee. The creation of the playground as a village hub for wider use by our community continues to be a great success. Following a 3 month public consultation, Wiltshire Council decided to close the Everleigh Household Recycling Centre (HRC) last November due to a number of factors, including a £102k investment required to ensure the site continued to meet environmental standards, low usage, and the need to make savings. The Parish Council submitted a case for balance between utilisation and providing a service for the community. We know that many residents were disappointed by the outcome of this review. The Everleigh 13 Public Right of Way Footpath linking The Street with the Goa Balti has been out of action for many years as the route crosses a local farmer’s field with access blocked by fencing. After discussion with the farmer, we agreed a plan to open up the footpath by constructing two stiles. Many thanks go to Cllr Tim Symonds for constructing one of the stiles and we are grateful to the farmer for building the second stile to complete the project last summer. Last January we submitted a proposal to reduce the speed limit on the A342 and Marlborough Road from 50 to 40mph. Wilts Council have agreed to a speed limit review which should be completed by autumn this year. Parish Councillors have been at the heart of several village events over the past 12 months. Everleigh’s Midsummer Tea Party took place on Saturday 23rd June at St Peter’s Church with Mr and Mrs Robert East synchronizing the community effort. This involved a lot of work to tidy up the church yard and then support for the setting up and conduct of a highly successful event, raising valuable funds for the Churches Conservation Trust. Our annual village Summer Party took place at the playground on Saturday 14th July. About 60 villagers turned out for this event and thoroughly enjoyed themselves on a lovely summer evening. Activities included egg and spoon races, golf pitch and putt and a multitude of small games and challenges, courtesy of Georgina Symonds. This was a really great way for families and friends to get together! Our ever popular Bonfire + Fireworks took place on Saturday 3rd November at the Jubilee Field. The event had all the ingredients for a great evening: spectacular fireworks; delicious BBQ; and a roaring bonfire, with an excellent turnout of well over 100 including some friends from neighbouring villages. All councillors pulled together to produce an excellent event; many thanks go to Cllr Jenny Jones for synchronizing this effort. On Saturday 8th December the annual Village Carol Service took place at St Peter’s Church. Our vicar, Jo Reid, conducted the service with aplomb and the village children were most impressive in delivering the readings with real confidence and style. Cllr Kim Wheeler-Mallows produced excellent lighting effects and Cllr Eliza Hudson laid on superb refreshments – mulled wine, mince pies and hot chocolate. This event was well attended and thoroughly enjoyed by all. The year concluded with two village events in the spring. Firstly, 11 volunteers gathered for a litter pick on Saturday 2nd March and collected 18 bags of rubbish from the verges of all arterial roads approaching and running through the village. Secondly, a work party assembled on Saturday 13th April to conduct general maintenance and tiding up at the playground, with the bench and equipments all being cleaned and given a lick of paint. The Parish is fortunate to receive excellent support from other directions. Our Wiltshire Councillor, Ian Blair-Pilling, continues to provide close support for the Parish Council. On the policing front, Wilts Police Community Policing Team continues to provide security for the village with limited resources. For the future, Parish Council priorities remain threefold: Maintain the village’s infrastructure; develop the playground as a village hub; and, most importantly, to continue to lay on several events per year to enhance village community spirit. Finally, I would like to thank my fellow parish councillors and the parish clerk, Mr Phil Gill, for all their support, enthusiasm and hard work during the past 12 months; Team Everleigh continues to thrive!

- Finance Report. The Clerk reported that finances remain in a healthy condition with the cash balance in all accounts being £3673.45 at year end which is £627.28 less than FY 17/18 and reflects the funds earmarked for future projects and includes the Council’s reserves policy of £2100 minimum. As a result the Council raised the Precept for FY 19/20 by 1.67% to £3753.86 which equates to a £ 1.67 increase for a Band D property. The Clerk reminded Cllrs of the need to be careful about sending on items that had not been budgeted for. The accounts have been prepared by the Clerk, audited by the Internal Auditor and as a result of a change in Account Regulations and on the recommendation of the Internal Auditor the Council intends to exempt itself from a Limited Assurance Review which negates the need to send the accounts to the External Auditor. Income for 2018/19 was approximately £4395, namely £3603 Precept, £ 508 village events income and £284 VAT refund. Outgoings were approximately £5025, namely village events at £1257, insurance at £709, grass cutting at £530, purchase of stile Defibrillator Pads £97, purchase of catering equipment £120, purchase of roes for village entrances £ 245 and the balance of the spend was on the Clerk’s salary, general maintenance, safety inspections and other such routine costs needed to run the Parish Council.

- Wiltshire County Council Report. Wilts County Councillor I Blair-Pilling presented the following report: I have very much enjoyed my second year working on your behalf and have managed to address or am working on all the issues you or various individuals have raised: planning, roads, waste management, social care, traffic calming, flood risk, housing, enforcement, footpaths, community grants etc. Wiltshire Council continues to successfully manage its rising commitments while maintaining key services such as our buses and libraries in an increasingly challenging financial climate. The coming year will be the first with no annual grant from Westminster. Meanwhile, the Council continues to invest in improving our facilities with opening of the new Pewsey Leisure Centre being particularly well received. Perhaps the most significant issue this year that directly impinges on us has been the boundary review. We now know we shall retain 98 councillors, but rising population with a shift towards the urban centres requires significant changes to actual boundaries. We have yet to receive the final judgement, but it appears that our Ward will be split up into what I believe is a far more logical community centred arrangement that will take effect in May 2021.I thank and congratulate you and all the volunteers who work tirelessly in our communities. Wiltshire Council recognises that it must increasingly focus on its statutory responsibilities while helping to empower local communities to take greater responsibility for themselves. I strongly believe that this is a win win strategy as community decisions and actions are better and appreciated more by both the community and the contributing participants. Alongside this I would encourage you to take a full part in the range of Tidworth Community Area meetings that enable you to engage with the relevant agents such as the Health and Well Being Group, the Neighbourhood Tasking Group (Police), the Community Area Transport Group and the now semi-annual Tidworth Community Area Partnership. This need only be a single representative and can reap dividends in local decision making and priorities.In the immediate future I hope many of you will join the ‘Paths for All’ project, which I am sponsoring. It aims to improve access to and widen the use of the network of byways in the Tidworth Area. The launch workshop will be in Collingbourne Ducis Village Hall on Wed 15th May at 7pm and will use the first hour of the scheduled Tidworth Area Board. Cllr Wheller-Mallows complained of inadequate or non responses to emails that l he had sent to Wilts Council Officers. In reply Wilts Cllr Blair-Pilling asked Cllr Wheeler-Mallows to email him with the details in order that he could take the complaint up with the relevant Officers.

4. Wiltshire Constabulary Report. PC L Wileman and PCSO J Akehurst provided the following report by email:
18th June 2018. Burglary Business – Hills Waste Solutions. Suspects have cut through the perimeter fence and have then cut the door handle to the ISO shipping container. The suspect/s have then taken 2 lawn mowers from the ISO container and left the premises.
17th December 2018. Theft – Unknown suspect(s) have stolen a large metal flue type pipe that was outside the house acting as a flue from the boiler.
19th April 2019. Burglary Residential – Unknown suspect has broken into the outhouse, had a look around and nothing appears to have been taken from the address.
Community Speedwatch. Amesbury and Salisbury have now combined this priority and actively engage both in company with and independently of CSW teams. Communities have reported back positively with regard to the visible police presence this affords them and this activity will continue across the South.

New CPT Inspector and Deputy
We are pleased to announce, that following a review of the geographic area of responsibility and number of staff that Sgt Hutchings and Insp Sparrow have had to manage day to day, the decision has been made to provide a further Inspector and Deputy Post with geographic responsibility for the Amesbury Area, including Tidworth and Ludgershall. This change will allow them to focus much more on the individual CPT areas that they manage, which in turn will provide for greater efficiency and allow more contact time with our staff and the community. All being well, in early June, Inspector Liz Coles will join us from her previous role as Staff Officer to the Chief Constable where she has served for nearly two years. Liz is a career detective, with her previous post being within the Major Crime Investigation team and she will bring significant strengths to the post. Detective Sergeant Lucy Thorne will be joining us from Salisbury CID in the Deputy position and we very much look forward to their arrival.
New Community Coordinator.Along with Liz and Lucy, we also have a new Community Coordinator joining the team in Amesbury. PC Richard Salter will shortly be taking up the post covering the South East Area. He will be expected to form and maintain close links with the growing Military community for the area. Richard is a career uniform Police Constable with many strings to his bow, including being an expert in Wildlife and Rural Crime.
Independent Advisory Group (IAG). We recently held our first IAG this year at Amesbury Police Station. The IAG for the South of the County sits roughly 4 times a year. This group is made up of members of the public from a diverse background to assist us as an organisation with advice from the ground on certain aspects of our work. IAG’s are a ‘critical friend’ of the police whereby ideas are floated to or from the group for discussion. This could be about how we might have handled a given situation or indeed discussion around something that organisationally we are thinking of introducing whereby we seek that critical cross dimensional viewpoint on the proposal. For example, Spit Hoods have now been introduced to Wiltshire Police officers for operational use following IAG consultation. Our next local IAG meeting is planned for 2019.If you would like to be considered for joining this group, there is a formal application process and the numbers are limited but please get in touch.
Operation Artemis. This is the ongoing rural crime operation overseen by the Rural Crime Team for the county. They will arrange for specific patrols during the course of the year in cooperation with and supported by the farming community with a view to tackling, deterring and detecting overnight rural crimes.Further operations are being planned for coming months; however we are pleased to report that there has been a lull in reported poaching activity over the last couple of months in the South.
The Chairman thanked PC L Wileman and PCSO J Akehurst for their report and for the police support that is provided to the village. However, he expressed his disappointment that no one was available to attend this important meeting as it one of the very few opportunities for the public to ask questions of their local police and where necessary hold them to account.
