EVERLEIGH PARISH COUNCIL

Minutes of the Everleigh Parish Council Meeting held at the Collingbourne Ducis School on Monday 9 January 2017.

1.         Apologies:  Cllr T Symonds and Wilts County Cllr C Howard.

2.         Disclosure of Interest.  None declared.

3.         Minutes of the Meeting of the Parish Council held on 1 November 2016.  With two amendments made the minutes were signed by the Chairman as a true record.

4.         Matters Arising.  Nil.

5.         Co-option.

5.1 Applications Received.  Having considered an application from Mrs Martine Burton and having

confirmed that she had met the statutory (LGA 1972 Sect 79 & 80) eligibility requirements she was co-

opted as a Member of the Council.  The Clerk informed Cllr Burton of the legal requirements to sign

the Declaration of Acceptance of Office (LGA 1972 Sect 83) before acting as a Cllr and to complete a

Register Interests Form on Wiltshire Council’s Website within 28 days of signing the Declaration of

Acceptance of Office.   One Cllr vacancy remains and anyone interested in filling the vacancy should

contact the Clerk in the first instance.

6.       Wiltshire Constabulary. PC Wilman reported the following by email:

General.  Over the last few months, Wiltshire Police has rolled out its Community Policing Team (CPT) model across Wiltshire and Swindon and which appears to have been well received by the Public.  Moreover, I would like to reassure you that we are working to improve our 101 system. We have made efforts to ensure the service you can expect to receive when calling for non-emergencies is high quality and we are continuing to work to reduce the time it takes to get through to us.  There has been some good feedback from our new way of working using Community Messaging so please sign up and use it.

Local Crimes & incidents:

3rd December 12.44 hours

Call from a member of the public reporting 60+ puppy hounds in road near Farm Shop. Police did attend but dogs could not be located.

9th December 11.27 hours

Report of Hare Coursing – Summerdown Farm. Enquiries are ongoing at this time.

16th December 22.15 hours

Call from a member of the public reporting a vehicle on fire between Everleigh & Haxton on tank crossing, witness has seen the driver of said vehicle doing doughnuts and then the car caught fire. Occupants of the car thankfully got out and were not hurt. Enquiries ongoing with Andover Police as the vehicle was stolen.

Local priorities.

Priority 1.  We continue with the Priority for extra patrols across the whole area for Hare Coursing.

Priority 2.  Extra patrols are taking place to deter Anti Social Behaviour on Andover Road, Ludgershall around the shops. Five youths have been identified and have been referred to the Anti Social Behaviour Panel for monitoring and work with the families.

Priority 3.  A joint priority was agreed at the recent Neighbourhood Tasking Group in December with the Military to carry out additional patrols over the Xmas period around the married quarters in Tidworth.

7.    County Councillor.   Wilts County Councillor C Howard presented the following report by email:

As reported at the your last Parish Council meeting on 1st November, it is business as usual for Wiltshire Council but with the Council elections approaching on 4th May, Wiltshire Council will not be embarking on any major new initiatives until after the election. We will be considering and setting the budget and the new rates of Council Tax on 21st February.

The Chairman thanked Wilts Cllr Howard in his absence for his report.

8.    Correspondence.  As received and if necessary held at the clerk’s office.  None that has not already been circulated.

9.    Planning.  Planning Applications as received from Wiltshire Council since the last meeting.

9.1   None received.

10.  Property.

10.1  Grass Cutting.  Cllr Wheeler-Mallows confirmed that Mr J Bowen has agreed to cut the grass eight  times in the 2017 growing season at £50.00 per cut.  He then presented Mr Bowen’s 2016 season invoice of £400.00 for payment.   Action:  Cllr Wheeler-Mallows.

10.2  Play Area Development Project.  Cllr Wheeler-Mallows reported that all outstanding work will be carried out by a works party on Sat 22 Apr. Phase 2 work is scheduled for FY 17/18 and there is a budget line to reflect this in the budget for FY 17/18.  Cllr Wheeler-Mallows agreed to investigate possible options for Phase 2 and costs, for discussion at the next PC Meeting in March.

10.3  Street Scene Minor Works.  Cllr Wheeler-Mallows reported that there are still issues that he had reported via The Wilts Council App which have not yet been actioned, eg the Summerdown Farm Bend Chevron which needs replacement.  He agreed to raise these issues to Mr Andy Cole at Wilts Highways.  He asked that villagers continue to report issues on the Wilts Council App as and when they arise or to raise them directly to him.  Cllr Bottomley agreed to mention this in his next report for the Courier.  Action:  Cllrs Wheeler-Mallows and Bottomley.

 

10.4  RoSPA Playground Inspection Sep 16.  Covered at item 10.2    Action:  Cllr Wheeler-Mallows.

10.5  BBQ.  Cllr Bottomley reported that the BBQ was in need of repair or replacement and after discussion Cllrs RESOLVED to put a line of £300 ex VAT in the FY 17-18 Budget for this purpose and that this could be brought forward into FY 16-17 if a good deal could be negotiated.  Action:  Cllrs Hudson and Wheeler-Mallows.

11.  Finance.

11.1   The Clerk presented a current liquidity statement and bank reconciliation as follows:

11.3       Note all major receipts since last meeting.

11.3.1    £461.42 – Bonfire Income.

11.3.2     £200.00 – Donation from Wiltshire Concrete.

11.3.3  £665.00 Curry Lunch Income.

11.4       Bank Signatories.  Having considered the Santander Bank  signatories Cllrs RESOLVED that Cllrs Jones, Hudson and Wheeler- Mallows be added to the Santander Bank signatory list and that Cllrs Matton & Preece be removed.

11.5  Auto Enrolment. Cllr Hudson reminded Cllrs of the key points on the auto enrolment pension scheme for the Parish Clerk.  After discussion, this item was deferred until the March 17 meeting.             Action:  Cllr Hudson and Clerk.

11.6   TCAP Grant.  Having considered a grant request from TCAP Cllrs RESOLVED that no further action was required. Item closed.

11.7   FY 17-18.  Having considered the draft budget presented by Cllr Bottomley and the Clerk the Cllrs RESOLVED to accept the budget as presented with amendments and as a result further RESOLVED to set the precept for FY 17-18 at £3448.01 based on the revised budget.  This is an increase of 0.75%  which is below the Retail Price Index measure for September 2016 (2%) which is the figure normally used in accordance with normal Government practice.  Action: Clerk

12.    Village Events.

12.1  Bonfire/Fireworks Night Sat 5 Nov 16.  Cllr Bottomley reported that this event continues to be a  firm favourite in the village calendar and once again was a great success, well supported by the village and outsiders. The date for this year was agreed as Sat 4 Nov 17 and Cllr Jones agreed to lead on the event and she indicted that she would investigate external funding streams for the fireworks.                                                                                       Action:   Cllr Jones.

12.2  Carol Service/Curry Lunch Goa Balti Sat 10 Dec 16.  Cllr Bottomley reported that this event had not been as well attended as in previous years which was due to a number of unusual factors.

For this year, it was proposed that Cllr Hudson take the lead for a Christmas event, for which options will be further developed.  Cllr Wheeler-Mallows was to fine tune the date as 9 or 16 Dec 17

12.3   Great British Spring Clean – Village Litter Pick Sat 4 Mar 17.  Cllr Bottomley  will lead on this event as part of the national initiative, the Great British Spring Clean, and will produce a flyer and arrange for equipment to be available on the day.  The outline timings are 11am – 1230pm.                                   Action:  Cllr Bottomley.

 

12.4  Playground Work Party Sat 22 Apr 17.  Cllr Wheeler-Mallows will lead on this event and produce a schedule of works for the next Parish Council Meeting. Outline timings are 9.30am until noon.                                                                      Action: Cllr Wheeler-Mallows.

 

12.5  Walk The Parish Boundary Sat 13 May 17.  Cllr Wheeler-Mallows agreed to lead on this event and to produce a draft management plan and event checklist  for the next meeting.

12.6   Summer Party Sat 15 Jul 17.  Cllr Bottomley agreed to lead on this event this event and to produce a draft management plan and event checklist in due course.

13.   WWI Commemorative Stone Inauguration Ceremony/Remembrance Ceremony – Sat 12 Nov 16.

Cllr Bottomley reported that despite the inclement weather both events went very well and attracted good support from across the village.  All the speakers were well received and the stone looks good in its position and has drawn much favourable comment.  This small village can take great pride in making this lasting commemoration happen.  Cllr Bottomley asked Cllrs to consider an event for 2018 and to bring ideas forward in due course.  Moreover, ideas are welcome from across the village.  Action:  All Cllrs

 

14.  Forecast of Events 2017.  Having considered the previously circulated draft 2017 Forecast of Events Cllrs agreed a number of amendments and Cllr Bottomley agreed to issue a revised Forecast of Events in due course.      Action:  Cllr Bottomley

15.  Date of Next Meeting:  The date of the next meeting was confirmed as 7.00pm on Monday 13th March 2017 to be held in Collingbourne School.
