Minutes of the meeting of the Parish Council held

at Collingbourne Ducis Village Hall on Tuesday 7th July 2026

Chair:       Cllr D Bottomley.

     Present:   Cllr K Wheeler-Mallows (vice Chair); Cllr A Earle; Cllr H Waight; Cllr P Evans;       

                 Cllr L Wheeler-Mallows; Cllr T Martin.

In Attendance:   Cllr C Williams (Wiltshire Counci);

  1. Chair’s Opening Remarks.  The Chair announced that the main objectives for the meeting were:
  2. To launch initial planning for our village Bonfire Night 2026.
  3. To review the Parish Council’s IT situation.
  • Apologies for Absence:   Ms H Boulton (Parish Clerk);  PC J Kinge & PCSO R Kaur (Wilts Police).       
  • Declaration of Interest in Items on the Agenda.  None declared.
  • Co-option.  None. There are currently no vacancies.
  • Minutes of Previous Meetings.
  • Minutes of the Parish Council Meeting on Tuesday 12th May 2026. The minutes of the Parish Council Meetings on 12th May 2026 were signed by the Chair as a true record.    Action: Clerk
  • Matters Arising.  At item 12.3.2, a street map of Lower Everleigh has also been erected, attached to the Lower Everleigh noticeboard. Cllr K Wheeler-Mallows was congratulated on achieving this initiative,
  • General Public.  No members of the public were present.
  • Wilts Cllr Laura Mayes was elected Chair of Wilts Council on 19th May 2026.
  • The Health & Well Being Forum 1st June 2026 was very successful with 150 attending.
  • The Tidworth Area Board meeting on 15th June elected Cllr Keith Allen as Chair.
  • Parish Stewards have reverted back to parishes after a focus on potholes.
  • Wilts Local Plan.
  • The Wilts Local Plan 2020-2038 was withdrawn on 22nd May 2026.
  • Wilts Council have promulgated a notice of intent to commence a new Wilts Local Plan on 30th June 2026, with a scoping consultation 2-30 September 2026. The scope is expected to include housing, employment, infrastructure, gypsies and travellers.  More detail will follow.

Parish Councillors raised two points for our Wilts Cllr:

  • Progress on pothole repair was requested, following the recent survey of C roads.
  • Notice was received by all residents that Marlborough Road from the A342 to the Summerdown Farm bend was to be closed from Monday 27th April until 3rd July for water works repairs. The road is still closed and an update was requested.

     Afternote:  Marlborough Road is now open.

  • Wilts Police Reports.  
  • Ludgershall and Rural Neighbourhood Police Team (NPT).  The NPT report for May/June 2026had been circulated to Parish Councillors prior to the meeting.  There were no items on Everleigh.  Cllr K Wheeler-Mallows reported that:
  • The Rural Crime Team has been redeployed, with one PC allocated to each NPT.
  • Wilts Police are unable to attend the Village Summer Party on Saturday 18th July.  For the future, a police public engagement stand in the centre of the village may be a better option, eg at the Crown bus stop lay by.
  • Police & Crime Commissioner (PCC):  The PCC is preparing to submit an outline planing application for a Southern Policing Hub at Old Sarum by the end of Summer 2026.  Consequently, 3 Community Engagement events took place at Salisbury Football Club  in June to brief residents and receive feedback.
  • Correspondence. 

9.1  Road Safety Seminar Friday 17th July.  A WALC Road Safety Seminar is taking place

       on Friday 17th July 1pm – 3.40pm at the County Hall, Trowbridge.  Cllrs were asked

       to respond direct to WALC if they wish to attend.

9.2   NALC Star Awards 2026-27.  NALC have announced their annual Star awards for

        2026-27. Categories are best Council, Councillor, Young Councillor (under 30 years

        old), Climate Response, County Association and Clerk. Nominations are to be

        submitted by 25th September 2026.  After consideration, Cllrs RESOLVED not to

        make any nominations.  Item closed.

9.3   Pride Flags.  A letter has been received from an Everleigh resident to congratulate

        the Parish Council on the recent flying of Pride Flags to commemorate Pride

        Month, to demonstrate transparency and an inclusive community.

Items 9.4 and 9.5 were dealt with at the end of the meeting:

9.4  Register of Interests.  Wilts Council have promulgated a change in the publication

       of a councillor’s home address in the Register of Interests on the Wilts Council web

       site. Residential addresses are not to be included in the public Register of Interests

       unless a councillor makes a written request for publication.  Cllrs submitted their

       written responses. 

       Afternote:  The Clerk has been requested to submit amendments accordingly.

       Action:  Clerk.

       9.5  General Data Protection Regulations (GDPR).  Notification of changes to GDPR

              legislation has been received, specifically in relation to data protection

              complaints procedures.  After discussion, Cllrs RESOLVED to wait for Wilts

              Council/NALC/WALC guidance before amending our GDPR instructions.

              Action:  Cllr Bottomley.

  1.  Forecast of Events.  After reviewing the Forecast of Events for 2026 Cllrs RESOLVED to make no changes and to record a vote of thanks to all those volunteers who organised a highly successful Everleigh Midsummer Tea Party held on Saturday 27th June 2026 at St Peter’s Church.   
  2. Planning. 

11.1  PL/2025/09030 Lower House Farm, Everleigh, SN8 3EU.  After two retrospective

         planning applications have been refused for conversion and rebuild of six barns

         at Lower House Farm, a third retrospective planning application has been

         submitted with the footprint and scope reduced to two barns (with one

         extended) for a residential dwelling and garaging.  The Parish Council have

          raised no objections.  The Wilts Council decision deadline is now 17th July 2026. 

         Action:  Cllr Bottomley. 

         Afternote:  The decision deadline has been delayed until 31st August 2016.

      11.2  PL/2026/03351 Old Rectory, Everleigh, SN8 3EY.  A prior approval application has

               been submitted for an agricultural barn at the Old Rectory, Everleigh, to be

               converted to 4 dwellings (maisonettes), without full planning permission as a

               Permitted Development.  After discussion, Cllrs RESOLVED to support this

               application, with the comment that there may be a case for reviewing sight lines

               at the access point with the A342 road.  Action:  Cllr Bottomley.

               Afternote:  The Everleigh Parish Council response was submitted on 8th July 2026.

  1.  Property.

 12.1   Grass Cutting.   Cllr K Wheeler-Mallows reported that the Wilts Council Senior

           Streetscene Engineer has reviewed the grounds maintenance situation for

           Everleigh and has confirmed that Wilts Council will cut the grass each month

           March – October as follows:

  • North of the A342 from the Manor West Gate to a position approximately 50 m east of the Marlborough Road junction.
  • West of the A342 from the Goa Indian restaurant to The Street junction.
  • South of the A342 in front of the Crown Bus Shelter and immediately opposite across the Netheravon Road.

                  After discussion, Cllrs RESOLVED to review this situation again at the end of the

                  grass cutting season.  Action:  Cllr K Wheeler-Mallows

       12.2    Play Area.  Cllr Earle reported that the last RoSPA Inspection of our playground

                  on 24th October 2025 identified a requirement to replace a rubber seal on the

                  SUPERNOVA Carousel equipment.  KOMPLAN have quoted £375.61 to

                  complete this repair,  The playground budget for this FY has £105 remaining. 

                  The shortfall in funding, £270, may be available in the Everleigh Enhancement

                  Budget;  see Item 13.6.  Action:  Cllrs Bottomley & Earle.

  12.3   Streetscene.  Cllr K Wheeler-Mallows reported that there are no major issues on

            the streetscene front, but the Parish Steward may be asked to trim some areas

            of overgrown vegetation around the village. Action:  Cllr K Wheeler-Mallows.

  1.  Finance.

 13.1   Current Liquidity State and Bank Reconciliation.   A bank reconciliation to date

           Is showing a balance of £6,492.69.

 13.2   To authorise payments made since last meeting:

        13.3   To note payments received:

                  13.3.1  None.

         13.4   Parish Council Fixed Assets and Insurance.   As part of the annual audit of

                   assets and review of insurance cover, Cllr Earle and the Clerk confirmed that

                   the following actions have been carried out as agreed at the Parish Council

                   meeting held on 12th May 2026:

  • The lawn mower and one goal post have been written off.
  • The insurance policy Schedule has been renewed on 1st June 2026 at

                             an annual premium of £436.74.

           Action:  Cllr Earle and the Clerk will continue to monitor the situation.                           

                          Cllr K Wheeler-Mallows agreed to dispose of the lawn mower.

          13.5  Parish Council IT Situation.  The IT sub committee reported that:

  • A www.gov.uk domain and official e-mail addresses for all councillors has been established and are in use. 
  • Further work on IT policy, data retention/storage/security and web site development is ongoing.  Proposals for the content of a new Parish Council web site have been drafted, with the priorities being  statutory information and an events page.

           Action:  IT Sub Committee.

          13.6   Everleigh Enhancement.   After reviewing the situation on the Everleigh   

                    Enhancement plan for FY 2026-27, Cllrs RESOLVED to allocate £270 to

                    supplement the remaining playground budget of £105 in order to fund

                    the cost of repair of SUPERNOVA Carousel equipment at the village

                    playground;  see Item 12.2.  Action:  Cllr Earle and the Clerk.

  1. Village Events.       

       14.1   Everleigh Village Walk Saturday 13th June.  An Everleigh Village Walk took place

                 on Saturday 13th June.  A group of 13 walkers enjoyed a leisurely 5-6 mile hike

                 around most of our scenic parish Boundary.  After discussion, Cllrs RESOLVED to

                 continue to conduct this event every 2 years.  Action:  Cllr Evans.

       14.2   Everleigh Summer Party Saturday 18th July.  The village Summer Party will take

                 place this year on Saturday 18th July at 6pm in Jubilee Field opposite the

                 Everleigh playground.  After discussion, Cllrs RESOLVED to makeonly minor

                 changes to the event checklist   Action:  Cllr Bottomley.

       14.3   Harvest Festival Service Saturday 3rd October.  The Everleigh Harvest

                 Festival Service will take place on Saturday 3rd October at 3pm at St

                 Peter’s Church.  Action: Cllr Bottomley.

       14.4   Litter Pick Saturday 17th October.   A village litter pick will take place

                 on Saturday 17th October, meeting up at The Crown bus shelter at

                 11am and finishing by 1230pm.  Action:  Cllr Evans.

       14.5  Bonfire Night Saturday 7th November.  Cllrs reviewed the planning

                checklist for the village Bonfire Night, Saturday 7th November, and  RESOLVED:

  • To retain timings as: Open 6pm; Bonfire Lit 6.30pm; Fireworks 7pm.
  • To consider a flyer at the next Parish Council meeting, with the Collingbourne Ducis Cricket Club consulted on the wording. 

Action:  Cllr L Wheeler-Mallows,

  • To select a charity for donations after consultation with villagers.
  • To retain use of a clicker to control attendance which is limited to 500.
  • To retain a gazeebo as a 1st Aid Post and a 2nd BBQ stand.
  • To hire a portaloo at c£150.  Action:  Clerk.
  • To retain the layout as for 2024: cordon; firing area; and drop zone.
  • To retain the use of a PA system.
  • To retain the car parking plan:  signs; marshals; & advertise as limited.
  • To retain both cash and card payments.
  • To retain BBQ and drinks refreshments for sale, with the Collingbourne

      Ducis Cricket Club requested to provide a bar & First Aid representative.

15.   Highways and Footpaths.

        15.1   Footpath Right of Way (RoW) 15.  The situation on RoW 15 remains that the Wilts

                  Council RoW team are conducting a feasibility study on the 2 main options to

                  open up RoW 15:

  • Clearing the vegetation along the perimeter fence of the former HRC
  • Possibly adjusting the RoW to go through the former HRC site

                  Action:  Cllr Bottomley.

16.  Village Emergency Plan.  The Village Emergency Plan has been updated to reflect

 official Parish Council e-mail addresses. 

Afternote:  Before publishing the Village Emergency Plan on the Everleigh web site, residential addresses are not to be included unless a councilor makes a written request for publication.  This follows the same principle as the inclusion of home addresses in the public Register of Interests on the Wilts Council web site; Item 9.4 refers.  Cllr Bottomley will co-ordinate councillors’ wishes.  Action:  Cllr Bottomley.

17.  Date of Next Meeting:  The date of the next Parish Council meeting was confirmed as

       Tuesday 8th September 2026 at 7pm at the Collingbourne Ducis Village Hall.
