 Minutes of the meeting of the Parish Council held

at Collingbourne Ducis Village Hall on Tuesday 27 June 2023

Chairman:  Cllr D Bottomley

Present:      Cllr K Wheeler-Mallows (vice Chair), Cllr L Wheeler-Mallows, Cllr A Earle. Cllr H Waight, Cllr P Evans and Cllr T Martin.

In Attendance: Mr P Gill (Parish Clerk).

  1. Chairman’s Announcement.  The Chairman welcomed Cllr Evans back and Cllrs wished him and his family well. The Chairman then announced that the main effort of the meeting was to take stock of  the Everleigh Enhancement 4 Year Plan and to progress the plan for the Bonfire Night on Sat 4 Nov 23.
  • Apologies: Wilts Cllr C Williams and A/P Sgt H Oakley,
  • Disclosure of Interest.  None declared.
  • Co-option.  None that do not appear on the agenda.
  • Minutes of the Parish Council Meeting held on 16 May 23. 
    • The minutes of the Annual Parish Meeting and the Annual Meeting of the Parish Council on 16 May 23 were signed by the Chairman as a true record.       Action: Clerk
    • Matters Arising.  None that do not appear on the agenda.
  • General Public. 
  • Wilts Cllr Report.  No report offered as Wilts Cllr C Williams was on holiday.  However, Cllr K Wheeler-Mallows expressed his frustration with the lack of response from Wilts Council to his emails and Cllrs requested that Cllr Williams investigate this situation.

Post Meeting Note.  A response has been now received from Cllr Caroline Thomas (Cabinet Member), but not from Head of Highways Operations.

  • Police Report.  No report offered as Police had offered their apologies.
  • Correspondence.  None that had not already been circulated. However, Cllrs confirmed that no further action was required on the Wilts Council Bus Survey.
  1. Forecast of Events.  Cllrs reviewed the latest Forecast of Events and RESOLVED to insert a provisional serial for a Beacon to be lit on 6 Jun 24 as part of the National Day of Remembrance of  the 80th Anniversary of D Day.  Action:  Cllr Bottomley
  1. Planning.  Planning Applications as received from Wiltshire Council.
    1. PL/2022/02731.  Full planning permission for change of use of existing agricultural barns to B8 / E(g)(iii), retention of existing building for use as covered cycle/car parking; associated additional parking; turning; landscaping and the repositioning of access Lower House Farm, Everleigh, Wilts, SN8 3EU. Having reviewed the Wilts Council Decision Notice issued on 6 July 2022, some key points were that Wilts Council granted planning permission for refurbishment and change of use of agricultural barns to commercial use, primarily for storage and distribution. This planning permission is subject to 17 conditions, including the stipulation that development can occur but the site may not be brought into use until a new access track is complete. Subsequently, it appears that these barns are being advertised now for commercial use. A Wilts Council Planning Officer has clarified the situation as follows: “I have now heard back from the agent who has confirmed the only unit that has been let on the site is the building subject to the Prior Notification application PL/2021/05654. This application has no restrictions in relation to access arrangements or any pre-commencement conditions. They have outlined that the other units, subject to the planning permission PL/2022/02731, have not been brought into use; however, they have advised the units have been advertised on their website ‘to let’ in order that tenants can be lined up in readiness once they are available. I have been informed that the owner of the site is currently negotiating the purchase of the new access from the relevant landowner. Given this information, our department is satisfied that there is no breach of planning control at this time at the site.                               Item Closed
  1. Property.
    1. Grass Cutting Contract.  Cllr K Wheeler-Mallows reported that Mr J Bowen continues to meet the cutting schedule.  Moreover, he has  requested Wilts Council to confirm the schedule and scope of grass cutting by them in order to deconflict with the timings and cuts undertaken by Mr John Bowen, for which EPC pays and has yet to receive a reply from Wilts Council.

  1. Play Area.  Cllr Earle reported that there were no maintenance issues.   Cllr Bottomley informed Cllrs that a set of mobile goal posts were missing and Cllr Earle agreed to broadcast a message on the village Whats App Group.       Action:  Cllr Earle.
    1. Streetscene Minor Works.  Cllr K Wheeler-Mallows reported that he has now re-established communication with the Parish Steward who will be visiting on 18 July.                                                          Action:  Cllr K Wheeler-Mallows.
  1. Finance.
    1. The Clerk presented a bank reconciliation and current liquidity statement as follows:
      1. Balance at Lloyds CA (statement date 1 Jun 23) £6839.94
      1. Reconciled Balance as 23 Jun 23  £6,042.66

Members noted the statements but had no comment at this time.

  1. Authorise cheques for payment and those cheques issued since last meeting or presented for payment.

Cllrs RESOLVED to authorise the payments.

    1. . Cllr Bottomley briefed Cllrs on his latest draft of the Everleigh Enhancement 4 Year Plan, after which Cllrs gave the following updates:
      1. . Cllr Earle reported that the planters are in place and look very good. Cllrs thanked adopters for looking after the planters so well. Moreover, he is considering purchasing some replacement bulbs.

  1. Cllr K Wheeler-Mallows reported that the order had been placed but no date has been set for delivery.

  1. .Cllr Bottomley led a discussion on possible projects and costs as set out in his latest draft. 
    1. Xmas Tree.  Cllr Earle reported that Cllr Waight had sourced a small Xmas Tree for planting however, non-planted Xmas Tres will still need to be purchased until the planted tree reaches maturity. 
    1. Defibrillator. Cllrs Martin & Earle agreed to investigate the types and costs of replacement along with possible external funding options. in time for the next meeting to inform the FY 24/25 budget discussions.                                                  Action:  Cllrs Martin & Earle.
    1. Cllr K Wheeler- Mallows reported that although all was in hand, he was not available on the day.  Cllr Evans agreed to lead the event.  After discussing the Courier article and the event risk assessment Cllrs agreed that those taking part did not need to complete the full walk and that Cllr Evans was to cover this in his initial brief to those taking part.

Cllr Earle volunteered to use his 4 wheel drive vehicle.         Action:  Cllr Evans

  1. Cllr Bottomley reported that this would follow the same format as previous years in that it would be a classic village Church Fete and would include a range of stalls and a Tri Village sporting competition for which he was to be the Everleigh Team Captain.  Everleigh was 2nd last year and he hopes to better that this year and volunteers are required to make up the teams. The event runs from Noon to 5.00pm. Action:  Cllr Bottomley.
  1. Cllr Evans reported that all was in hand and would follow the tried and tested formula. Action:  Cllr Evans.
  1.   Cllr Bottomley briefed Cllrs on his previously circulated Planning Checklist. After discussion several minor amendments were made to the checklist. Moreover, Cllrs RESOLVED to nominate Naomi House as the main supported charity.         Action:  Cllr Bottomley
    1. A342 Footpath.  Cllr Bottomley reported that he had written to Mr Bradbury who had raised the issue of a lack of a footpath leading all the way from the Street to the Goa restaurant on the A342. In summary, the letter explained that the Council requested an extension to the footpath on the A342 to the Goa Balti, but Wiltshire Council LHFIG were unable to support this proposal at present. However, the Council will continue to monitor the situation.                                                                  Item Closed.
  1. Footpath 8.  Cllr Bottomley reported that  the following update had been received from Wilts Council RoW officer in an email of 20 Apr 23 “My colleague Alex met with the MOD in January to walk the footpath and agree what gates are needed and where they need to be located in order to get the footpath available on the correct line. The MOD have also liaised with the landowner on the matter. It is with them to write a bid to secure funding for the gates and then schedule installing them. Once I hear the outcome of the bid and the plan going forward, I will let you know”.  Cllrs noted the update and Cllr Bottomley agreed to monitor the situation.   Action:  Cllr Bottomley.
  1. Date of Next Meeting: The date of the next meeting was  confirmed as 7.00 pm on Tuesday 5 September 2023 at Collingbourne Ducis Village Hall.
